POSITION SUMMARY: Assists the director in oversight, developing, implementing, and evaluating Substance Recovery and Regional Prevention Services for the (8) county region.

QUALIFICATIONS: Master's Degree in Behavioral Sciences and Certification as Alcohol and Drug Counselor (CADC) with five (5) years' experience in alcohol and drug treatment and three (3) years management experience. Preference given for LCADC.

SKILL SETS: Demonstrates exceptional knowledge in all areas. Highly organized, articulate, decisive and trustworthy. Other skill sets include but are not limited to exceptional computer skills, leadership and analytical skills.

PHYSICAL AND ENVIORMENTAL DEMANDS: Work is light with walking, standing and sitting to perform routine reports, training and supervision. Talking, hearing and seeing needed to communicate with staff, clients and members of the community. Possible exposure to bloodborne pathogens, biohazardous waste and hazardous waste. Possible exposure to infectious or communicable diseases.


  1. Assists director in the administration of residential treatment services, inpatient forensic treatment programming, prevention programming, and outpatient treatment services including intensive outpatient programs.
  2. Interviews and recommends employee personnel actions (hiring, performance improvement, promotions, etc.).
  3. Supervises employees, completes performance evaluations, approves timesheets and appropriate leave.
  4. Oversees program planning and development and evaluation for the center's Alcohol and Drug services.
  5. Ensures Alcohol & Drug programs are in compliance with all applicable federal and state licensing regulations and standards.
  6. Provides leadership for case staffing and administrative meetings as needed.
  7. Assists director of oversight of service lines (SAP services, IOP, peer support) and service modalities.
  8. Proxys for director in their absence.
  9. Assists director in completion of annual plan & budget reports.
  10. Coordinates client follow-up program (including Kentucky Treatment Outcome Study) and client satisfaction of services.
  11. Assesses administrative problems and initiates resolutions in consultation with appropriate clinical and administrative staff.
  12. Provides clinical supervision to related discipline or area of practices in accordance to relevant State Board requirements and Communicare policy.
  13. Assists director in development, implementation, monitoring, and revision of written policy and procedures.
  14. Participates in training for clinicians, therapist interns and other designated students.
  15. Participates and provides leadership in agency continuing quality improvement (CQI) activities.
  16. Performs other duties as assigned.
